I have a container of Wellite Powder Lightener. When mixed with “stabilized formula” it bleaches your hair. i have only a very small amount of the stabilized formula. on the stabilized formula bottle it says “for use whenever directions call for 20 volume hydrogen peroxide to be mixed with permanent hair color, toner or lightner. subsitute white cream developer with clear liquid peroxide to get thick easy handling gel consisty.” so does this mean a bottle of perxoide and the powder will work?

No. HP is a main ingrediant in some developers, Yes. But it won’t work alone.
